It probably would have been out ~4th October if the shutdown didn't occur. As there's less than a week of October left, it'll probably just skip to the November catalog which should hopefully be on 1st November.
There are bugs and glitches in the catalog that can break CPJ fully. The game can't respond after clicking on the secrets. It seems that the game and event might get being chipped off and cracked into rubble
