The HQ is a secret room located in the Sport Shop. It is the headquarters for the Penguin Secret Agency, where agents can take on secret missions, access The F.I.S.H., or travel to any spot on Club Penguin Island. It can be entered from both the Sport Shop and the Spy Phone.

In order to enter the HQ, players must be a PSA agent. The requirements for becoming an agent include being at least 30 days old, and passing the Secret Agent Quiz.

After completing all 11 PSA Missions, the player becomes an EPF agent and is granted access to the EPF Command Room, through the cabinet at the right of the room.
