The Tic-Tac-Toe Code is a secret code widely used by agents of the Penguin Secret Agency. The code is formed by assigning the 26 letters of the alphabet to spots in one of three grids:
- A-I correspond to an unmarked grid.
- J-R correspond to a grid marked with X's.
- S-Z correspond to a grid marked with O's.
With only 26 letters to fill 27 grids, the last space of the grid marked with O's does not represent any symbol; instead it is used as the Director's signature.
